Position Title: Consultant: Budget Gap Analysis (2020–2025), Fiscal Space Analysis, and Domestic
Resource Mobilization Strategy for PHC and Immunization in Liberia
Project: Liberia Immunization and PHC Financing Advocacy Project

A. BACKGROUND
Public Health Initiative Liberia (PHIL) Non-governmental organization registered in Liberia
believes that health inequalities exist at the intersection of health and justice and that health is
a basic human right whereby all people should be able to access life-saving medicines and
services when they need them.
PHIL mission is to promote and enhance the quality of healthcare delivery in Liberia through
leadership, partnership, innovation, capacity building and advocacy. To achieve its mission,
PHIL works with diverse group of stakeholders to designs and facilitate interventions that
provides tailored technical assistance services and offers a range of support to communities
and vulnerable population through innovative programs that will ensure quality healthcare for
all.
In February 2025, PHIL received funding from the Global Health Advocacy Incubator (GHAI) to
implement a project aimed at strengthening legislative, health sector stakeholders, and the CSO
network for sustainable budget advocacy toward primary health care (PHC) and immunization
financing in Liberia.

B. OBJECTIVE AND SCOPE OF WORK
PHIL seeks to engage a consultant to conduct a budget gap analysis (2020–2025) and a desk review of
fiscal space analysis and domestic resource mobilization (DRM) strategy for PHC and immunization in
Liberia. The findings will inform PHIL’s budget advocacy efforts and support policy recommendations
to improve immunization financing under the GHAI-funded program.

The assignment will cover two main areas:
1. Budget Gap Analysis for PHC and Immunization (2020–2025)
This analysis will assess the Government of Liberia’s (GoL) financial support for PHC and
immunization and the status of GAVI co-financing payments during the period under review. Specific
tasks include:
• Reviewing approved national budgets for PHC and immunization (2020–2025),
analysing budget execution (allotment vs. actual expenditures), and evaluating GoL’s
GAVI co-financing payments.
• Identifying significant funding gaps and providing policy recommendations to ensure
timely payments.
• Assessing donor and partner contributions to PHC and immunization and identifying
unmet financial needs.

2. Fiscal Space Analysis and Domestic Resource Mobilization (DRM) Strategy

This component will evaluate the fiscal space available for PHC and immunization financing in Liberia
and develop a DRM strategy to enhance long-term sustainability. Key areas include:
• Assessing Liberia’s fiscal space for PHC and immunization financing.
• Proposing a comprehensive DRM strategy to ensure sustainable domestic financing for
immunization.
• Analyzing the roles of the government, donors, and other stakeholders in financing PHC and
immunization.

The consultant will employ both analytical and consultative approaches, including virtual and face-to-
face engagements with key stakeholders such as the Ministry of Health (MoH), donor agencies, and

other partners.

C. DELIVERABLES
The consultancy is expected to begin on May 15, 2025, and conclude by June 15, 2025. The consultant
will be responsible for delivering the following outputs:
1. May 15, 2025 – Submission of a detailed outline of the gap analysis, including the
approach and methodology.
2. Week of May 25, 2025 – Submission of a draft budget gap analysis report for validation
at a one-day stakeholder meeting.
3. Week of June 8th, 2025 – Submission of a draft fiscal space analysis report and DRM
strategy for sustainable immunization financing.
4. June 15, 2025 – Submission of:

✓ A revised final report, incorporating stakeholder feedback.
✓ A policy brief summarizing key findings and recommendations.
✓ A brief slide deck for presentation purposes.

D. REPORTING
The consultant will work closely with PHIL project staff, particularly the Project Coordinator and
Executive Director, to ensure the smooth execution of the assignment.

E. REQUIRED SKILLS AND EXPERIENCE
The ideal candidate or team should possess the following qualifications:
• Expertise in Health Economics, with a deep understanding of Liberia’s health financing
landscape.
• Proven experience in budget analysis, fiscal space assessment, revenue forecasting, and
domestic resource mobilization strategies.
• Strong knowledge of PHC and immunization financing in Liberia.
A track record of policy analysis and advisory work for governments and multilateral
institutions.
• Ability to engage and secure interviews with key stakeholders, including government
officials and donor agencies.
• Established working relationships with the Ministry of Health to facilitate access to
relevant data and insights.
