Public Health Initiative Liberia (PHIL) Non-governmental organization registered in Liberia believes that health inequalities exist at the intersection of health and justice and that health is a basic human right whereby all people should be able to access life-saving medicines and services when they need them.

To achieve its mission, PHIL works with diverse group of stakeholders to designs and facilitates interventions that provides tailored technical assistance services and offers a range of support to communities and vulnerable population through innovative programs that will ensure quality healthcare for all.
Purpose:
PHIL is seeking an Integrated Health Services Officer (IHSO) for health systems strengthening (HSS) under the USAID- Funded Local Health Solutions (LHS) Project. The purpose of the USAID-funded Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the
needs of the population. The activity will seek to achieve the following five expected results:
- Strengthened decentralized health governance
- Improved quality of health services
- Sustainable implementation of health financing mechanisms
- Increased transparency and accountability around health resources for improved service delivery;
- and Local Liberian organizations successfully implement donor-funded health activities.
OVERALL RESPONSIBILITIES:
The Integrated Health Services Officer (IHSO) at the county level plays a critical role in overseeing the implementation of integrated health services , ensuring quality care delivery, and supporting implementation of Reproductive, Maternal Newborn, Child and Adolescent Health as well as malaria and global health security at the county level as well as county health governance from county to health facilities level. This position requires collaboration with various stakeholders, including county health team, NGOs, Civil Society and community organizations, to enhance quality improvement in the health outcomes at the county level.
Key Roles and Responsibilities
- Facilitate the execution of integrated health services, focusing on Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH), malaria control, and global security initiatives at the county level
- Provide capacity building and technical assistance to healthcare providers to enhance service delivery and ensure adherence to best practices in integrated health services.
- Contribute to the formulation of policies that support sustainable health system reforms at the county level.
- Support the dissemination and implementation of the National Health Quality Management
- Strategy and strengthen compliance through coaching and mentoring to quality management teams (QMTs).
- Support the C/DHT, Health facilities and HFDC to develop data driven initiatives in planning to achieve targets set in PBF indicators.
- Facilitate the tracking of availability of essential drugs and medical supplies and the effectiveness of the Supply Chain System in accounting for drugs and medical supplies.
- (Verify effectiveness of Third-Party verification).
- Provide Technical Support to the County Health Board and HFDCs to improve their oversight where needed.
- Participate in technical meetings at county and district level.
- Attend meeting at county and national levels when required
- Submit monthly workplan, weekly updates and progress report to the County Team Lead
- Submit Progress report to County Team Lead
- Coordinate project collaboration with partners, counterparts and other stakeholders and engender trust and respect and build confidence in LSH’s ability to get the job done.
- Participate in annual workplan development, implementation, and review, and ensure alignment with national health policy and strategies.
- Identify opportunities for integrated planning and implementation, creating synergies between various program areas and other health projects in the county.
- Contribute to a knowledge management system and ensure that learnings from activities are documented and shared to influence new programming at all levels.
Qualifications
- A bachelor’s degree in public health, Nursing, Midwifery, medicine, or a related field is required.
- A master’s degree in public health is preferred.
- At least 5- 7 years of experience in public health program management or related roles within Liberia or similar contexts.
- Demonstrated experience in implementing integrated health programs at the community or county level.
- Strong analytical skills for data interpretation and program evaluation.
- Excellent communication skills for engaging with diverse stakeholders, including community members and government officials.
- Familiarity with Liberia’s healthcare system, policies, and public health challenges
