Purpose:
PHIL is seeking a Strategic Information (SI) Officer under the USAID- Funded Local Health Solutions (LHS) Project. The purpose of the USAID-funded Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results:
- Strengthened decentralized health governance;
- Improved quality of health services;
- Sustainable implementation of health financing mechanisms;
- Increased transparency and accountability around health resources for improved service delivery; and
- Local Liberian organizations successfully implement donor-funded health activities.
OVERALL RESPONSIBILITIES:
The Strategic Information Officer is responsible to support the County and District Health Teams as well as health facilities with the systematic collection, analysis, and use of high-quality data from various health information systems, including DHIS2, iHRIS, MPDSR, JISS, LMIS, LIS, and IDSR. The SI Officer will ensure that quality data is available and effectively informs decision-making and program adjustments within the county, districts and health facilities.
Responsibilities also include supporting database administration, data visualization, and systems integration as needed. Additionally, the SI Officer will coordinate with other key LHS stakeholders, such as those involved in Malaria, RMNCAH, Surveillance, Supply Chain, and Laboratory etc. to enhance data utilization at the county, district, and facility levels. The SI Officer will continuously monitor selected activity indicators to ensure the achievement of the activity objectives and the delivery of intended benefits to the target populations.
SPECIFIC RESPONSIBILITIES:
- Work closely with county health team, district health teams and M&E officers to implement data quality assurance activities, analyze data, develop action plans, and support use of data to inform decision making.
- Support monitoring of the implementation of DQA action plans.
- Compile data as needed for tracking progress towards attainment of program objectives and routine reporting to USAID, Ministry of Health and other stakeholders.
- Participate in the development and refinement of tools and data systems, monitoring & evaluation tools, guidelines and other relevant documents for the project to support real time monitoring.
- Work with county health team, district health teams & M&E officers to routinely retrieve, analyze and integrate HMIS data.
- In collaboration with counterparts and digital partners, support linkage and analysis of HMIS data with eJISS data in the DHIS2.
- Participate in the support, development and capacity strengthening of CHT and DHT M&E officers in data analysis and data use through coaching, mentoring and provision of technical support.
- Support use and refinement of data visualizations and dashboards.
- Work with the CHTs and M&E team to strengthen epidemic surveillance through improved availability of quality data at county, district, facility and community levels.
- Ensure the routine data collection from health facilities is accurate and useful for decision-making and timely intervention and preparedness
QUALIFICATIONS
- Bachelor’s degree in statistics, quantitative economics, demography, or other relevant discipline required.
- Minimum of 4 years’ progressive work experience in M&E, data analysis, data use, database management and/or data systems development.
- Experience in data analysis using multiple digital platforms, such as DHIS2.
- Track record of documenting experiences and reporting.
- Previous experience working on USAID-funded projects is preferred
- Strong written and oral communication skills in English.
