Purpose:
PHIL is seeking a Project Accountant under the USAID- Funded Local Health Solutions (LHS) Project. The purpose of the USAID-funded Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results:
- Strengthened decentralized health governance;
- Improved quality of health services;
- Sustainable implementation of health financing mechanisms;
- Increased transparency and accountability around health resources for improved service delivery and
- Local Liberian organizations successfully implement donor-funded health activities.
OVERALL RESPONSIBILITIES:
The LHS Accountant is responsible for project results, activity implementation, deliverables and reporting on project activities related to strengthening public financial management for health in the project period. He/she will provide technical support, coaching and mentoring, and monitoring of compliance with the MOH’s Financial Management Manual, Risk Mitigation Plan, and responding to audit report findings and recommendations.
SPECIFIC RESPONSIBILITIES:
- Oversee financial transactions, ensuring accuracy and compliance with donor regulations
and institution’s policy - Undertake the preparation and monitoring of project budgets, providing timely financial
reports to project management team - Implement and maintain effective accounting systems and procedures to ensure efficient
financial operations. - Prepare monthly financial reports, including cash flow statements and expenditure reports
for project. - Facilitate internal and external audits by providing necessary documentation and addressing auditor inquiries.
- Support training initiatives for project staff on financial management practices and PFM reforms
- Ensure adherence to USAID regulations and organizational policies of PHIL regarding financial management.
- Establish an effective filing system which provides easy access to information and proper documentation of all financial requirements
- Ensure all typical donor requirements for documentation of expenditures are met to facilitate attribution of expenses to donors when funding is obtained
- Protect PHIL’s assets through maintenance of asset register, internal control and audit procedures
- Provide technical leadership and support, capacity building and technical assistance on the implementation of PFM and risk mitigation activities for project team in the counties.
- Establish banking arrangements and maintain liaison with principal bankers as needed
- Develop a plan to minimize exposure to currency gains and losses
- Facilitate any external audit
- Define and produce financial reports on utilization of funding to aid senior management in decisions making
QUALIFICATIONS:
- Master’s degree or at least six (6) years of experience providing technical leadership and/or support for GOL/NGOs, PFM related activities in Liberia.
- Or a bachelor’s degree and ten (10) or more years of relevant professional experience required in coordinating PFM activities and/or capacity strengthening programs.
- Strong written and oral communication skills in English.
- Demonstrated ability to build and maintain relationships with counterparts, particularly interacting productively and professionally.
- Ability to align with a technical team of PFM officers to implement common/shared activities and achieve shared expected results.
- Only Liberian citizens are eligible for this position
- Ability to work with financial software well.
